on my t80 i have two posisions on the fuel tap straight down and half way which one does what bounce

Vertical is normal running position.
Horizontal is prime position. you only need to put it in this position if the carb has been drained of fuel or the bike has been standing for some time. It should be left in vertical position at all other times.
