The plastic fender at the bottom of the rear mudguard is stuck on because the bolts are rusted.

I need really to get it off to repaint the rusting mudguard.

Any tips please?

Angle grinder or drill them out,
Dont get the bolts get to hot when drilling or grinding as the heat will melt the plastic.
