Only revving with choke on

Restoring a 1985 T80. It's been standing for quite a while. It seems to only rev if you have the choke on. I have cleaned all the jets and float bowl 3 times. I'm guessing that it's drawing in air from somewhere it shouldn't. The o rings on the manifold look ok. Can you still get gaskets and seals for these carbs and if so where. Thanks for any help or advice. Adrisn
