taken the engine out of my t80 last year now putting it back in what I want to know is does the fuel tap go up and down for off

There is no actual OFF position but its only open in ON position when engine is running & creates a vacuum. In the PRI position it is open all the time.

the Haynes manual only says to put it in run not which way is what
