No. You would need to change the whole engine unit for one from a Japanese home market version see https://yamahatownmatet80.forumotion.co.uk/t1056-electric-start-t80?highlight=Electric+start+T80 a few have been for sale in UK the eBay link has now expired but looks like the seller Seven Seas Motors of Dewsbury still have one in stock priced £1550. Not bad for one in almost new condition https://www.sevenseasmotors.com/bike-detail/Yamaha-T80-35928/ If you want electric start and 12 volt lights this looks the way to go rather than try to source an engine unit and the electrics to convert a UK one. Would probably cost a lot more. The dual seat from a UK version can easily be fitted in place of the single seat an luggage rack.
