fuel tap for off

taken the engine out of my t80 last year now putting it back in what I want to know is does the fuel tap go up and down for off

It is ON when pointing up, & PRI (prime) when turned to left (clockwise) see in handbook https://www.dropbox.com/s/tnk1ywq0e5ywp9u/Yamaha%20Townmate%20T80%20Owners%20Manual.pdf
There is no actual OFF position but its only open in ON position when engine is running & creates a vacuum. In the PRI position it is open all the time.

the Haynes manual only says to put it in run not which way is what
